Shein’s executive chairman, Donald Tang, emphasized its commitment to aiding border enforcement while maintaining trade efficiency. Over the first 30 days, the program successfully processed all Shein's import data, reflecting the company’s willingness to address scrutiny over its shipping practices.
Shein has faced criticism for using the de minimis provision of the Tariff Act of 1930. This allows low-value shipments to bypass tariffs and detailed inspections. Lawmakers raised concerns about forced labor and transparency in Shein’s supply chain. By joining this program, the company aims to shift focus from controversies to constructive collaboration with CBP. Donald Tang stated, “Our goal is to ease CBP's burdens, ensuring legitimate trade and public safety.” This move may also align with the Biden administration’s push to reform de minimis regulations.
Shein’s CBP pilot participation is part of a broader effort to repair its public image. Earlier this month, Shein introduced independent advisory boards to guide corporate responsibility and sustainability. The company also achieved waste management certification at its Guangzhou, China facility. By participating in this program, Shein signals its intention to become more transparent, especially in light of regulatory and consumer pressures in the U.S. market.
The Biden-Harris administration recently proposed limits on de minimis shipments. Changes could begin as early as January 2025, affecting Shein’s operations significantly. By collaborating with CBP, Shein is preemptively adapting to these regulatory shifts. Analysts see this as a strategic move to strengthen relationships with U.S. regulators and customers.
